Medicaid physician fees and access to care among children with special health care needs

The objective of this study is to use data from the National Survey Children with Special Health Care Needs (NS-CSHCN) test whether Medicaid physician fees are correlated access health services and adequacy insurance coverage among CSHCN. We start a difference-in-differences method, comparing effects on outcomes publicly-insured children in states that raised vs. did not. As our preferred specification, we then estimate triple difference model using privately-insured as comparison group. Our findings indicate raising primary care fee level close at least 90 percent Medicare reduces likelihood CSHCN lack usual source doctor’s office by about 15 percent. Fee increases associated improved specialty doctor large improvements caregivers’ satisfaction Results for some other measures, such global measures having difficulties delays accessing services, were mixed.
